The Emergent Vendor membership category was established to provide a low cost entry point to membership in CalConnect for small vendor organizations. It has certain participation restrictions and an organization can only be an Emergent Vendor for three years, after which it must become a regular Commercial Vendor at the appropriate fee level, depending on total annual revenue. The presumption is that an organization which finds the Emergent Vendor category appealing is likely to be fairly new and very small, such that only one person would generally be able to take the time to participate in CalConnect activities.
Membership requirements and fees:
An Emergent Vendor may not have a total annual revenue greater than $1,000,000.
The Emergent Vendor membership fee is tiered over three years:

At the end of the third year (or when the Emergent Vendor's annual revenue surpasses $1,000,000) the Emergent Vendor becomes a regular Commercial Vendor at the appropriate membership fee level:

The Emergent Vendor may also become a regular Commercial Vendor at any time by paying the difference between the current year's fee and the regular Commercial Vendor fee, to allow more employees to be involved in CalConnect activities.
Participation restrictions:
- An Emergent Vendor may only have one active Member Representative in CalConnect activites (i.e. join technical committee mailing lists and participate in technical committee conference calls) during the first two years of Emergent Vendor status except as specified below. The Member Reprsentative can only be changed once per year or upon the incumbent's leaving the organization.
- An Emergent Vendor in its third year (at the $2500 membership fee level) may have two active Member Representatives.
- An Emergent Vendor in its first or second year may pay the difference between its current membership fee and the third-year membership fee and have one additional active Member Representative. If its anniversary is within six months it pays 50% of the difference.
- An Emergent Vendor may have two participants at a CalConnect Conference. If the Emergent Vendor has a single Member Representative that person must be one of the participants. Each pays the regular registration fee for the Conference.
- An Emergent Vendor may have more than one participant at an Interoperability Test Event. If the Emergent Vendor has a single Member Representative that person must be one of the participants. The fee for each participant is $800.
